How Do You Prove a Mining Pool Isn't Censoring Transactions?

A pool that assembles blocks is in a position to quietly leave certain transactions out — to censor them — and most of the time no one would notice. If the only assurance you have is the operator promising they'd never do that, then the network's neutrality rests on trust alone.
